The European Charter for Researchers (the Charter for Researchers) is a set of principles and requirements which specifies the roles, responsibilities, and the rights of researchers as well as those of employers and/or funders of researchers. The goal of this document is to ensure that the relationship between researchers and their employers or funders supports the successful generation, transfer, sharing, and dissemination of knowledge and technological innovations.

The Code of Conduct for the Recruitment of Researchers (the Code of Conduct) is a set of general principles and requirements that should be followed by employers and/or funders when recruiting or hiring researchers. These principles and requirements serve as a guarantee of values such as transparency of the recruitment process and equal treatment of all applicants, and are aligned with the continued development of the European labor market for scientists.

The Human Resources Strategy for Researchers (HRS4R) is related to the implementation of the principles and practices described in the aforementioned Charter for Researchers and Code of Conduct by organizations that carry out or fund scientific research.

In order to fulfill the requirements of the Act on Development of the Academic Staff in the Republic of Bulgaria and in accordance with the Charter for Researchers and the Code of Conduct, the Technical University – Sofia signed a declaration that it will adhere to the principles and requirements of said documents and will take the necessary measures to align its internal regulatory documents, procedures, and practices. For this purpose, a Gap Analysis was carried out and an Action Plan – developed. Both documents were submitted and thoroughly reviewed by the European Commission.

The procedure for compliance monitoring with the principles of the Charter for Researchers and the Code of Conduct, and the related Human Resources Strategy is a continuous process and one of great importance. The European Commission encourages and certifies the achievement of significant progress in this area by granting the HR Excellence in Research Award. The awarded organizations receive the right to use the "HR Excellence in Research" logo, which enhances their international reputation and further increases their recognition.

On September 28th 2020, the Technical University – Sofia was granted the right to use the "HR Excellence in Research" logo. This right is to be defended again in two years, when an assessment will be conducted about the progress of the Human Resources Strategy (HRS4R) and the Action Plan's implementation.

The Commission's recognition is a result of the long-standing and consistent policy following of TU – Sofia in the creation and continued support of an auspicious working environment that stimulates the development of scientific research and the career advancement of researchers, in harmony with the principles described in the Charter for Researchers and the Code of Conduct.
